The Police Department has received numerous complaints concerning “E-Bikes and scooters.” These vehicles have been observed traveling at speed limits greater than 20 mph. If the vehicle is capable of traveling over 30 mph it is considered a moped, therefore, license and registration would be required. The rider would be required to wear a helmet and obey traffic signs. If the rider is under 16 years of age, a helmet is required for any type of bicycle, moped, or scooter.
Chief Robert Parchman has this reminder regarding North Carolina Law, as relates to these vehicles:
NC General Statute 20‑171.9. Requirements for helmet and restraining seat use.
a) It shall be unlawful for any parent or legal guardian of a person below the age of 16 to knowingly permit that person to operate or be a passenger on a bicycle unless at all times when the person is so engaged he or she wears a protective bicycle helmet of good fit fastened securely upon the head with the straps of the helmet.
