Mayor Darrell Horne called the regular meeting of the Village Council to order.
Councilmember Tom Shaw led the pledge of allegiance.
Mayor Horne asked for consent agenda for the September meeting and a motion was made by Councilmember Kathy Daniels. Motion passed.
Mayor Horne then asked for a motion to accept the August Minutes and Financial Report. Councilmember Greg Ricker made the motion. Motion passed.
Mayor Horne introduced Mr. David Sloan, chairperson for the Planning Board. Mr. Sloan presented The Walnut Creek Planning Board “Outline to the Road Map 2018” which includes timelines broken down into three phases. This document is attached to and made a part of these minutes. Mayor Horne commented, on behalf of the council, on a job “well done.”

Mr. Cook first asked Attorney Phil Baddour to address a delinquent tax lien. The question being, how do we proceed in collecting taxes from this point after exhausting all other avenues? Discussion ensued. Councilmember Jackson motioned to proceed in collecting these taxes through legal proceedings. More discussions. Councilmember Ricker reiterated the motion. Motion carried to proceed.
Mr. Cook discussed the Debt Set-Off training he attended in Hope Mills. Example given as delinquent water bills not collected from residents that have moved. Debt must be $50 or more to use this program and a social security number is required.
Mr. Cook then presented a Resolution for Board adoption to name October as Crime Prevention Month in the Village of Walnut Creek. Councilmember Jackson made such motion and motion so passed.
Mr. Cook then announced that the Trash Moratorium would be the second Saturday in October. They will be disposing of these articles on October 11th.
Mr. Cook also announced that the Election schedule is posted on the Clerk’s window and asked to have it also placed on our website.
Mr. Cook then introduced our newly hired Police Officer Ken Barrett. Mr. Barrett was previously Police Chief for Pikeville. Mr. Cook also announced that Chief Delisa Staps is now working on a part time basis.
Mayor Horne and Chief Staps conducted the Oath of Office swearing in Police Officer Barrett.
Ms. Woodson presented the additional change to finance report of adding another column showing percentages of monies spent in relation to actual budgeted amounts.
Ms. Woodson also presented the council with a Budget Ordinance Amendment sheet taken from Section 10, Page 58, Department of State Treasurer Policies Manual, Budgeting as requested by CPA Michael Jordan. This memo sheet will be used in recording any movement of monies within the budget as requested and is signed by the Mayor. It will be attached to and made a part of these minutes.
Mr. Shaw thanked Mr. Sloan and the members of the Planning Board for a great job.

Councilmember Danny Jackson stated that Mitchell Morton, Foster Lake, & Pond Management completed a survey of the types of fish currently in our lakes. Mr. Jackson said we should be receiving a written report from them soon as well as a recommendation on how many carp we will need.
Kathy Daniels: No report
Councilmember Ricker accompanied by Mr. Cook surveyed road surfaces needing work.
Councilmember Jackson announced that Barney hale of Terracon stated the engineer working on our issues has had a health problem which explains the delay in receiving our report from him.
New Business: none
Mayor Horne received a letter from a Village resident in response to Mr. Cook’s correspondence to him regarding his trees.
Councilmember Jackson made a motion to go into closed session to consult with attorney. Motion passed, (9PM) Council back in session, (10:15PM)
There being no further business to bring before the Council, the meeting was adjourned.
